I wonder if omitting the "/" in the http path could cause the problem
you are having.
This works fine for me with CME 7.1:
ip http path flash:/gui
#sho flash | include gui
3 0 Dec 20 2008 00:15:28 gui

etc....
#sho ip http server status | include path
HTTP server base path: flash:/gui
The tftp-server commands aren't relevant for the GUI files, but do allow
relocation of ringtones, loads, and locale files.
