I would think that the easy way to solve this question is...

will there be any conversion of G.711 to G.729?...if so, then you'll need DSPs..

are you going to be bringing up any voice channels? ...if so, then it's highly likely you'll need DSPs.

if you want a better answer than my halfassed one...call TAC.

Does the Cisco 2821 need the DSP card in addition to proper IOS***  the if it is only doing SIP TRUNKING via ethernet interfaces (not pri)  with IP PBX such as Interactive Intelligence?
