[cisco-voip] FXO Outgoing Call Problem

Actually we do. we have the same problem and the temporary work around that
we found is configure the port using H.323 and remove the MGCP configuration
on the port. we are going to open a TAC case to start troubleshooting this
problem.
we have 8 FXO on 2 gateways that are used as backup trunks and we have the
exact same problem
