[cisco-voip] FXO Outgoing Call Problem

The setting in CUCM simply tells MGCP auto-configuration to change it.

If auto-configuration is not working, then this would cause this problem.

You can change this manually by using:

voice-port 0/1/2
signal loopstart
shut
no shut

You may also want to add 'ccm config'
