What do you mean "Not Responding"?  Have you gotten a packet capture or CCM
traces to see what messages are being exchanged?

Turning on Relx1XX will only cause CUCM to PRACK the 180 Ringing, so I doubt
it would help much if CUCM "wasn't responding".
