Generally speaking, the only applications for this are when you're
interfacing with a SIP endpoint that either does not support reliable
1xx messaging, does it badly, or CUBE has a problem related to PRACKs.
You shouldn't have this problem with CUCM, as it doesn't really apply
to any of the 3 scenarios.
