you might want to add "dial tone" and ensure that no other patterns match your site codes, but you have at least one pattern that matches the length so that dial tone only comes after the end of the prefix. 

so, you have *30, *31, *32, *33 - I'm not sure, but it might give you dial tone after the *3 since the others have dial tone. if it does, just make a *3[456789] without dial tone that goes nowhere.

Very easily done via a translation rule via a partition.
