[cisco-voip] Translation patterns for local area calling

CCM 4.1.3 SR8
MGCP voice gateways
I would like to create translation patterns for my local calling area, so my users don't have to edit dial while calling back missed calls. Is there an automated way I can create these bulk translation patterns. My thought was have the translation pattern be:
Translation Pattern: 541.948
Called Party Transformations:
Discard digits at PreDot
Prefix digits a 9.
Is there a way to script this so I can automate this to update every month or so? Or, am I going about this all wrong? I thought about using the @ in my route pattern but carrier(Qwest) doesn't support 10 digit dialing. I have to dial a 1 to get outside my area.
