[cisco-voip] What codec/sample rate/resolution...?

This has me stumped....I can't open this wav file to listen to it....

 

I'm not a true audio geek, can anyone help me?

 

Windows Media Player thinks is a Intel G723 type 42 but can't play it..

 

I do suspect it 8000 Sampling Rate and uLaw....my goal is to be able to
open and listen to it then convert it to G711 uLaw via Audacity or Adobe
Audition...
