If you really want to see if the PRI is working with CUCM, load the CUCM on
to a VM or CUCME and test it with the actual Voice gateway, switch and a
couple of phones. Setting up CUCME from scratch would take only a couple of
hours.

It's all depending on what level of test you want to do perform to verify
the connectivity of your PRI lines.

Does this gateway have network connectivity to the existing call
manager?  You could set it up in the CUCM before moving the servers
and test calls in/out that way. Set up the gateway and a test
partition, route patterns, CSSs and assign the test CSS to 1 or 2
phones.

If not, do like others have suggested previously in the discussion. If
you have a FXS port on the gateway you could test with a POTS phone
off the FXS port and dial peers.
