Unity doesn't have a call handler template (UConn does...)

 

You can copy a call handler though, so in theory you could create your
"default" and just copy it each time you wanted to add one.

Isn't that just for the subscriber caller input map?  There is a caller
input map under call handler that has default settings as well.

It is set in the subscriber template and used when users are first
created.  Once they are created, you need to use the bulkedit app to
change everyones.
