[cisco-voip] Call to Gateway see as iternal

I have a new location with IPCCE agents.  For some reason the outbound
calls at this location's gateway are being seen by CTIOS as internal
calls(Inside Agent).  If I force the calls to exit another site's
gateway they are seen as external calls.  When calls are seen as
internal the agent stats are off since internal calls are not tallied
for the agents.  Anyone know why this would happen? This is an H.323
gateway on Call Mgr 4.1.3(sr8a) and call classification is set to
offnet.
