[cisco-voip] CUPS 7 and UCM 6 App Dial Rules

I'm trying to detail out an app dial rule for international.

 

In the context help file, it states that for number of digits, you can
enter 1-9, *#.  However, it only allows 1-9.  

 

If I wanted to match international, since I cannot mask or enter ranges
I wanted to put as a last rule:

+, any digit length - to match international calls.

 

Am I missing something obvious?
