[cisco-voip] common device configurations

Hi Folks,

Starting in CM 6.x i guess, some of the user features were moved out
of device pools to the common device configuration. Was this done to
reduce system impact when changing those settings? I seem to remember
somewhere that changing the device pool settings was a bigger hit on
system resources. I have some curious techs asking me why they have
another field to configure.
