As far as I know, CCM will only allow you to restrict a user to functions, not groups of phones. You need third party tools to do that. Big bucks, big bucks, big bucks, no whammies . Sorry, I digress.
Cisco has an add on as well, provisioning manager or something like that. Again, $$$.
You'd probably be better off writing your own using the APIs.

I want to configure a user group on CUCM 7 that can restrict a user to
manage/admin the phones in a specific device pool...
I do not want this user to be able to break anything else...
Any way to set up roles to do this?
Also, can we enable logging so we can see what users made what changes...
