Just guessing, maybe I'm wrong. 

 

Class 4 means it requires >15.4W output. Normal cisco switches (ie. 3750
PoE) only support class 3 (15.4W) currently. 

In order to deliver >15.4W(Cisco calls it enhanced PoE, before 802.3at
standard is out officially) , at least a 3750E

Looks like most customers PoE switches are unable to that in this case?

These phones can use both 802.3af as well as 802.3at.

However with that being said Cisco has stated that they will run on 802.3af.
Most of cisco switches do support af power

Well, if they're not doing that, then for sure they're not letting you
forward secondary lines.
