If it was fixed in 6.1.2.1000-13 I can guarantee it was not found in  
6.1(4) originally.  I'm guessing this field shows the later versions  
because of this part:

Full fix also requires fix for CSCso43615

CSCso43615 was fixed in 6.1.4.1190-2 which is covered by 6.1(4)su1a.   
I'd recommend you get the customer to 6.1(4a)su2 as that is the latest  
code on cisco.com that has the fix for both bugs.

It is a bit curious that the fix went into 6.1.3.9999-1 and in  
6.1.2.1000-13 as well since either one would have gotten the fix in 6.1 
(4).

Long story short, this fix is in 6.1(4).
