[cisco-voip] Query for DN Active/Inactive

Also keep in mind that "unassigned" is not always inactive.  I have a
deployment where we have several phantom mailboxes, to allow calls into
these mailboxes we created an active / unassigned DN with Call Forward All
to voicemail.
