The best way to do this is with + dialing. Look at the dialplan section of the CM 7 SRND.

Subject: [cisco-voip] Number Transformation on Inbound Calls
All -
I am looking for an easy way to prefix incoming calls with a 91 so that when a user tries to use the "Missed Calls" or "Received Calls" function, they don't need to use the "Edit Dial" feature.
I found an option under Service Parameters, which works. However, I am trying to find a way to set things up so the incoming call does not show 91, but when a sure tries to use the "Missed Calls" button, the 91 is there. Is there some sort of number transformation that can be done.
Thanks,
Matthew Berry, Sr. Unified Communications Engineer, CCVP
