[cisco-voip] What is S_WAIT_RELEASE_NC

I'm in a 2 month old TAC case that The DE is involved in.
Thing went bad tonight but when I do a sh voice call sum

it (VTSP state) goes from proceed to S_WAIT_RELEASE_NC

it never answers the call.  The only thing I can find on the web is a timer
issue.  What timer? this is H323 over VRF over GRE (hens the TAC case)

anyone have any ideas?
