It will keep the users PIN when you migrate over, but there was a bug that would corrupt the PIN if they tried to change it. If you are using the latest ES for 7.1(3) and the latest COBRA tool, you should be OK.
These were the two bugs the TAC referred me to. In the end I'm thinking it was something else, because each of these bugs says that it wouldn't fix any users already imported, but in the end, it did.

I am using COBRAS to Export Unity Voicemail 4.0(5) (not Exchange) and then Import into Unity Connection 7.1(3)
Will COBRAS keep the user’s PINs for when they login to voicemail?
Any other gotchas?
