I think the best way is to set up DNS SRV records to map for your sip servers. Then you don't need duplicate dial peers.
Then you can do something like:
sip-ua
sip-server dns:voip.foo.com
If you google "sip srv" there are some examples.

Why not create dial-peers with preference command with differrent session target servers.
