[cisco-voip] mtp? Moh on VGW

Multicast MoH

you get nothing without the MTP required checked.  No tone, not music, not
static....... Nothing.

I seen a bug back on 12.1 code that said use the MTP required so I tried it.
 that's the only thing I have found that will get the Multicast MoH to work
