Actually MTPs don't support multicast so with the MTP you are using  
unicast MOH.

Do you have the command 'ccm-manager music-on-hold' on the router?  I  
believe it is required for MMOH to work over H.323 since technically  
the protocol doesn't support multicast.

tried it.  that's the only thing I have found that will get the  
Multicast MoH to work
