When I upload my Ring.raw and my Ringlist.xml to the root of both cucm 7.x in the cluster via the tftp server then restart them I go to settings on the phone and I don't see the ring listed as an option am I doing something wrong? I only see rings 1 - 7 none of the rings listed in the file? This is for 7970 and 7975 phones.

You can use the free software, Audacity (gui, multiplatform). Under Preferences --> File Formats --> "Other" --> RAW (Headerless)

If you are using Linux, you can easily convert the files using gstreamer: 

gst-launch filesrc location=file.mp3 ! decodebin2 ! audioconvert ! 
audioresample ! mulawenc ! audio/x-mulaw,rate=8000,channels=1 ! 
filesink location=file.raw
