Cisco 3911 takes 2 DLUs
LIC-CM6.0-7816 is the CUCM application license. It is sized to the maximum
users allowed on the platform (500 user for a 7916, 1000 for 7825 etc) and
it is required in addition to your DLUs.
For a deployment this size is thre a reason your not going with CUCM-BE? Do
they not require voicemail?
SKU for 7.1
LIC-CM7.1-7816= License Unified CM 7.1 7816 Appliance, 500 seats
