Ditto to what Jason said.  For some subsystems they'll remain in
partial_service (or out_of_service) even if you're not using them (email
subsystem, database subsystem, etc.)

Not sure what you're using for monitoring but the overall status of all
subsystems and processes should be visible via snmp (SYSAPPL MIB)
