I am not a lawyer, but I think that is not allowed by law in some (if not all) states. In any case, I can foresee many instances where that would be bad. For example, someone having a heart attack dials 911 and collapses prior to entering the FAC.

I am experiencing frequent 911 calls made by users and want to control it. Would it be a good idea to do it by using Forced Authorizatoin Code (FAC) in the route pattern for 911 calls?
