[cisco-voip] H323 to MGCP Call Timeout Auto Retry Xmedius

I have seen this... it require changes to some service parameters on  
the CallManager

H245 TCS Timeout=25
Media Exchange Interface CapabilityTimer=25
Media Exchange Timer=25
