Don't forget the CUAE....I'm pretty sure that's what it was made for. To allow people to program their own solutions. It should be simple enough, and you can get started for free (not in production).

I've been poking around http://developer.cisco.com/web/ipps/docs and the archives for this list, and it looks like with enough time I could do an XML push to a handful of phones and tie it to either a service or a directory button. Is there something ready made though that I can either adapt or just implement? Ideally I could just assign it to a button on her phone.
When looking at some overhead paging solutions, I thought I saw something that might work, but that's quite a cost for just the one message.
CUCM 6.1, 7945G phones (she has a 7965+7914).
