Did you also install the device pack that gets you support for these phones?

I believe the latest SU on cisco.com also will add support for them as well.

I am testing a Cisco 9951 end point.
 
I downloaded the latest firmware and successfully uploaded it to my publisher. I restarted the TFTP service, but cannot see the relevant load information under Device Defaults.
 
I am using the required version of CUCM which is 7.1(3). However, this is only a test publisher which is running in VMWare.
 
Is it possible that I can’t test phones of this type on an unlicensed (test) publisher?
