[cisco-voip] Compatibility Matrix Question

According to the way I interpret the attached compatibility matrix, the NM-HD-2V module with a VIC2-FXO card is compatible with the 3640 router.  However, I haven't yet been able to determine version of the IOS is required.  I've uploaded a couple of different ones into the router but haven't yet found one that will recognize the card.  What am I not seeing here?
