[cisco-voip] DTMF issues with VG224 but not other phones (UPDATE)

I was having a bad day yesterday. This is me recanting my statement
about needing a PVDM3 for Sg3 support after checkign on what nick
said. It's introduced in 15.1.1T.

Nate, sorry for ruining your year or whatever... hopefully nick's
correction make it all better =)

I'm going to go stand in the corner facing the wall now...
