[cisco-voip] Check BLF information in CUPC

Hi
Need some tip on what we have missed.

We can see BLF info on the phones and in our CUPC we can see presence info 
on users in CUPS but we can not see presence/BLF info that are not 
configured in CUPS. As I undestand it should be possible to see BLF info 
on all CUCM users in CUPC even if they are not cup enabled.

We are running CUCM 7.1.3 end CUPS 7.0.5
