[cisco-voip] Found voice-port 0/0/0:23 shutdown after restart in CCMAdmin

Guess I should still remove ccm-manager config from gateways after initial config.

I found a PRI voice-port 0/0/0:23  shutdown today after restart of gateway (added some FXO ports).

Router was a 2821 running c2800nm-adventerprisek9-mz.150-1.M2.bin
