[cisco-voip] MGCP GW logs and autocfg endpoint

Pretty sure CM 4.2 doesn't support the sccp auto-config virtual ports. At least make sure they are on the last CM 4.2(3)ES. You can disable it by removing the command "ccm-manager sccp".
