Try using a Translation Pattern instead.  If you translate instead of forward, it treats the call as if the number translated to was actually called instead of the original number.

We are switching out old phone numbers to a new number from our Telecom Provider. I have configure CTI ports to forward old to the new. The issue that I am having is Forward to New but then Voicemail does not pick up. I have configured the New Mailbox Extension with a Alternate Mailbox but it still doesn't work.

Any insights to looking into this would help.
