[cisco-voip] iLBC Transcoder... FORCE ILBC for some calls???

The TRP idea may work, assuming the 6608 could talk to the TRP with no issues.  
The 723 trick in the region is used all the time to force transcoder allocation so I wouldn't call it messy.  It's really doing the same thing as forcing a TRP.

In either case you need to set the appropriate regions between the 6608 and the media resource and the phone and media resource.
