[cisco-voip] iLBC Transcoder... FORCE ILBC for some calls???

Very likely you failed to allocate a transcoder OR you tried to do g729 to g729 to an allocated transcoder that doesn't support lbr to lbr.

CCM traces will show you what xcoder is being allocated and where it's failing.
