In the past hot insertion/removal wasn’t supported but I’ve pulled stuff lots of times without a crash (but don’t try/test it in a live production environment). I’ve tried hot insert of VWIC2-2FXO in to a 3800 running 12.4.XT last year. Nothing smoked but until a reload the show diag didn’t see the VWIC2-2FXO.
I’ve seen removing line cards from 8500/6500s stall the switching bus causing a outage. I recommend you assume the worst and do stuff after hours relating to insertion/removal.

Subject: [cisco-voip] shutdown required to install vic3-fxs-e/did card into 3945?
I've tried searching CCO but can't find anything that says I can or can't install a vic3 module live on the router while it's up.
Shutting down a router with a CUE engine in it is a drag.
Comments?
