Annoying yes, but I'm guessing that a bunch of service would need to be restarted, possibly in a certain order to do so without restarting, and the additional troubleshooting from having to follow that kind of process probably isn't worth it to Cisco, and wouldn't necessarily take much less time than restarting. Assuming the above is true, it would just be easier to say restart the cluster...
