[cisco-voip] Can't Update User on Call Manager

Trying to add a new jtapi trigger in IPCC Express Enhanced 4.x.  Getting a
message that says Could not update the user on Call Manager.  Does this
imply that I am incorrectly logged into IPCC Administration or is there a
more sinister reason I am getting this message?
