[cisco-voip] 9971 support in 7.1(3b)

Customer is running 7.1(3b) and would like to use 9971 phones.  Will 7.1(3b)SU2 add the support for these phones, or do I need 7.1(3b)SU2 plus the latest device pack?  Or can I just leave CUCM running 7.1(3b) without SU1 or SU2 and only install the latest device pack?
