[cisco-voip] privacy button is not working in UCM barge

There is an order of operations involved with CM service parameter. I do 
not recall that order offhand.  It would be beneficial to review help on 
the service parameter for any clarification on interaction between 
device configuration and system wide service parameter configuration.
