[cisco-voip] SIP in CCM 4

Yes, SIP support in 4.x CUCM is minimal.

Yes, 4.x can have a SIP trunk but difficult to get working as this train was weak, in regards to SIP.   But we had a SIP pipe to Microsoft UM and it was working.   However, I would try using CUBE in the middle.
