[cisco-voip] can a gateway without ports register to CUCM?

If it has E1 / T1 end points, you can add them to CUCM and config the
controllers on the router in loopback diag mode. They will then show
up as registered.
Or use an E1 / T1 loopback plug in the port.

As Wes said, probably not much value, but it looks nicer than having
everything unregistered :)
