[cisco-voip] Outbound Call give busy signal

I faced similar issue before. The router attempted to used the first line in the hunt group with is already in used(even it knows the line is off-hook?!). You will need to tell the router that each fxo line can be only used once. I have forgotten the exact command but it should be set at the fxo voice port level.
