[cisco-voip] Outbound Call give busy signal

is that Hookflash Relay on FXS/FXO Voice Ports command? i did shut down the
second line and it working fine, one more thing happening if i shut down the
voice port, and dial the number attached on that FXO port, the call is still
going through,,,very strange ??
