[cisco-voip] Disable call processing on publisher

In a dedicated publisher role, I would still allow the publisher to do call processing in case something major happened. I would make the pub the third in every CM Group, and do the same as far as priorities go on those dial-peer's the point to your CUCM's.

We are planning to disable call processing on our publisher and only use the subscribers for that, would want to have a check list so we dont miss anything.

We have reconfigured dial peers on our h323 gateways, will remove publisher from the CM_group what else do we need to reconfigure before we can shut down the call processing?
