Looks like your ART DB synchronised with your CDR last time on March 15,
2009. CDR loading into ART might have stopped during the upgrade to SR7/8.
Is the Cisco CDR Analysis and Reporting Scheduler service running on your
Publisher?
You could try to fix ART DB by following this document:

I am running CallManager 4.1(3)sr8. We are preparing to upgrade (or
possibly replace) it, so I have been generating a lot of traffic type
reports.
I have used my own offline CDR reporting for years now and I can't
remember the last time I used CAR, but had need to compare some data
(basically a sanity check) with a canned report.
I wanted to compare my report with the canned report for the first week
of August, 2010, but when I submit the report request, I get a popup
that said the only dates available are January 26, 2009 through March
15, 2009.
CDRs on the sytem range from July 25, 2010 through today. Where did this
seemingly arbitrary date range for the reports come from?!?
